In the US we have captioning telephones. The services are regulated by the Federal Communication Commission (FCC). They are available for landlines, internet connected phones, mobile. and computer.

It's the same all over, England, Wales, Scotland, Northern Ireland. However, I haven't been able to find proof that such a service is unavailable from any UK telecoms service

I don't use a cell phone because I am too deaf and too dyspraxic to use texting. I only have one for two-factor authentication messages, and for use as as a camera.

I can't help because I don't know what you mean by 'phone captioning services'. We don't have the fastest broadband, but most people get a pretty good service.
