You are absolutely right. The real issue here is the allergies that the department chief has to dogs. And both the ADA and the Rehabilitation Act of 1973 favor the service dog.

Your service animal is medical equipment and should be treated the same as you having your oxygen tank with you. Just unbelievable that they are doing this. Margaret
